WebTranslate 0.2 released

Finding translators is tough. This is my attempt to get some more translations happening by making translating easier. The perl CGI scripts handle all the details in importing, exporting, and formatting the GNU gettext .PO files, and can display a language for translation that does not appear in the PO file itself (a little transitivity hack, so if some speaks, say, Erench and English, the source uses English as it’s “C” language, and someone knows French and Malaysian, but not English, they can get the strings to translate in French, do the Malaysian translation, and generate the PO file with English C strings.)
